The Governance Model Most PMOs Get Wrong

Ask most delivery teams what they think of their PMO’s governance, and the complaint is nearly always the same: it’s applied identically regardless of what the project actually needs. Here’s the fix, and why it’s more work upfront but pays off fast.

The uniform model, and why it fails

A single stage-gate process, a single sign-off chain, a single reporting cadence, applied to every project regardless of size or risk. It fails because a £15k internal process fix and a £2m customer-facing platform migration do not carry remotely comparable risk — but they consume the same governance overhead under a uniform model. Teams running the small project correctly perceive this as pure friction, and they’re right.

A tiered alternative

Define three tiers based on a small number of objective criteria — budget threshold, customer impact, and regulatory exposure are usually enough. Tier 1 (low risk): lightweight, a single sign-off, informal status. Tier 2 (moderate): structured stage gates, monthly steering review. Tier 3 (high risk/high value): full governance, weekly reporting, formal risk register reviewed by the steering group. Publish the tiering criteria so teams can self-assess before they even engage the PMO — this alone removes a large share of governance friction.

The sign-off chain problem

A second common failure: sign-off chains that were designed for accountability but function as delay, because every sign-off is set at “must be approved by,” with no delegated authority for lower-risk decisions. Build explicit delegation into the model — a Tier 1 project should never need the same signature chain as a Tier 3 one.

Measuring whether it’s working

Track two things quarterly: average time-to-sign-off by tier, and a simple satisfaction pulse from project leads. If Tier 1 projects are waiting as long for sign-off as Tier 3 projects, the tiering isn’t actually functioning, regardless of what the documented model says.
